There are three main reasons:
1. Hall abnormal, check whether the Hall line
2. Check whether the hall plate is filled with water, because the environment has water
3. Check whether the potentiometer of the drive is connected.

Test method:
If the brushless DC motor encountered such a problem, we should connect the wire of motor. If the brushless DC motor does not turn, then force on the motor shaft. If the brushless DC motor turned, the solution is that we take a digital multimeter to check the Hall component line of the motor,
First of all, you put the black pen of the digital multimeter on the H- of the brushless DC motor controller, and the red DC ammeter on the HV of the controller. At this time, you screw on the motor shaft. At this moment, the digital multimeter is turning 0-9V, which indicates that everything is normal.
Once again, we put the black pen of the digital multimeter on the H- of the brushless DC motor controller, and the red DC ammeter on the HV of the controller at this time to screw on the motor shaft. At the moment, the digital multimeter is 0-9V rotation, which shows that it is all normal.
